Mullett Township
is a general law township in Cheboygan County, Michigan. The population was 1312 in the 2010 US census. The township and Mullett Lake are named for John Mullett, who with William Burt, surveyed much of the area between 1840 and 1843.

The commercial center of the Township is the quiet unincorporated Village of Topinabee located on the west shore of Mullett Lake on M27 highway. The village is a trailhead for the DNR Trail with off-street parking and restrooms.

The village has a Post Office, Convenience Store with gas pumps, Public Library with 24 hour outdoor WiFi, an artisan-owned woodwork shop, a breakfast cafe and a bar and grille. Township owned buildings include the Library, Township Hall and Fire Hall, and an unused former school building on Lea St.

Recreation needs are served with a beachfront park and covered picnic area, free public boat launch at the north end of the village, a small public access to Mullett Lake across from the Nokia Cafe and tennis court, ball-field, and playground equipment at a public park located up the hill on Lea St.

The east side of Mullett Township is largely rural, with no commercial development. Township services include a Fire Hall and volunteer East Mullett Lake Fire Department.

The mission of the Topinabee Public Library is to provide quality materials and services which fulfill educational, informational, cultural, and recreational needs of the entire community in an atmosphere that is welcoming, respectful, and businesslike.

The Library will be closed on the following holidays: Good Friday, Memorial Day, 4th of July, Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day. A drop box is provided for returning materials any time.

Library Usage

The Topinabee Public Library is open to all for general use of the facility. The building may not be used by any group or individual when the library is not open for business. The building may be used by the Friends of the Library after hours on approval of the Library Board and with a member of the staff or board present.
Use of the Library may be denied for due cause. Such cause may be failure to return library materials or to pay fines, destruction of library property, disturbance of other patrons, or any other illegal, disruptive, or objectionable conduct on library premises.

Library Cards

All borrowers must have a valid library card to borrow library materials. Patrons must fill out an application form to register for a library card. A library card will be issued upon presentation of valid identification in the form of a Driver's License or Michigan ID card from the Office of the secretary of State.
Patrons under the age of 18 must have a parent or guardian give their signed consent on the application form before a card can be issued to them. By signing, the parent/guardian agrees to be legally responsible for any accrued fines/fees assessed to the minor child.
A temporary three (3) month card will be issued to seasonal visitors who provide verifiable local contact information.
All library cards expire after three (3) years. At that time, contact information will be confirmed and the card renewed for another three (3) year period.

Loan Policy

All library materials which circulate will be loaned for a two (2) week period.

Renewals

All items may be renewed at the circulation desk, by phone or online. Renewals are acceptable for all items not on reserve by another patron.

Reserves

A reservation may be placed on any circulating item. When the item becomes available the patron will be notified by phone or email.

Inter-library Loans

Inter-library loans are due on the date indicated by the lending library. Limits Ten (10) items per card total.
Patrons holding temporary cards may borrow three (3) items total.


Fines and Fees

Overdue print material: 10¢ per item per library day
Overdue audio/video material: $1.00 per item per library day
Library privileges blocked at: $3.00 in fees owed
Fax/Scan: $1.00 first page and $.50 each additional page to send or receive
Copies or Computer prints: 10¢ per page
Color copies: 65¢ per page
Lost/damaged item: replacement cost plus $5.00 processing fee
Default replacement cost when actual cost is unknown: $20.00

Donated and Gifted Materials

The Topinabee Public Library accepts donations of money, books, periodicals, audio, and video CD's. Materials which do not enhance the library's collection will be disposed of at the discretion of the library.
The library will not appraise items for tax purposes.
Gift bookplates may be affixed to donated materials at the donor's request.
All donations (money and materials) become the sole property of the library. The library is not obligated to keep donated materials for any length of time.


Computer/Internet/Wireless Use Policy

The Topinabee Public Library provides access to computers and the Internet in keeping with its role as a source of information, intellectual development, and enrichment. Patrons must read and accept the Internet Use Policy by signing an Internet Use Agreement in order to log onto any library computer. A parental signature is required for anyone under the age of eighteen.
All users must sign the log-in sheet prior to beginning their computer session. Failure to abide by the internet use policy will result in the loss of your computer and/or library privileges.
The Topinabee Public Library has no control over content found on the Internet. The library will not censor access to material nor attempt to protect users from offensive information. At the same time, it is expected that users will respect the rights and privacy of other patrons.
The Topinabee Public Library assumes no responsibility for loss or damage done directly, or indirectly, to personal data or equipment. Likewise, the library assumes no responsibility for any damage from loss of privacy resulting from use of its computers or wireless connection. Ultimately it is the responsibility of the user to protect their personal information when using a public computer.
The Topinabee Public Library does not permit the use of personal software, attachment of hardware of any kind to library computers, or modification of any operating system.
Users may use the Internet for receipt or transmission of e-mail messages provided they do so through use of a free e-mail service which will maintain an account for them.
Users will respect copyright laws.
Users will not use the Internet for illegal purposes.
Users will not incur any costs for the Library through their use of the Internet.
Users will not create or distribute computer viruses over the Internet.
Users will not deliberately damage computer equipment or programs.
Internet use is offered in thirty (30) minutes sessions on a first-come, first-served basis. The patron may continue their session if no one is waiting. If other patrons are waiting, the user must relinquish the computer at the end of the first thirty (30) minutes.
Computer shut down procedures will begin fifteen (15) minutes prior to library closing time. Please adjust your work schedule accordingly.
Printer costs = 10¢ for plain & 65¢ for color copies


Topinabee Public Library Code of Conduct

To maintain pleasant facilities for all library patrons the Topinabee Library Board has adopted the following Code of Conduct.
1) Library patrons may not possess, consume, or be under the influence of any intoxicant or controlled substance.

2) All weapons are banned from Library premises.

3) The Library is a tobacco-free environment and the use of any tobacco product is
prohibited.

4) Patrons may not disturb others in any way. They may not display materials or make verbal comments or gestures that might be reasonably expected to offend or harass others.

5) Patrons need to dress appropriately with shirts and shoes at all times.

6) Patrons shall not wash clothing, bathe, or shave in the restroom.

7) Patrons may not interfere with other patrons use of the Library through extremely poor personal hygiene.

8) Patrons may not sleep in the Library.

9) Food and covered beverages may be consumed in the Library.

10) Patrons may use cell phones in the Library provided such use does not disturb others.

11) Patrons shall take full responsibility for their own belongings.

12) Patrons may not solicit or beg in the Library except that charitable organizations may solicit funds.

13) Patrons may not deface or mutilate any furnishings, equipment, or materials.

14)Patrons shall not remove any library materials without first checking them out.

15)Patrons may not photograph or videograph on Library premises without the permission of those being photographed. Parents or guardians must give permission for their children.

First offense: Verbal warning

Second offense: Patron is banned from the library for a two (2) week period. If the patron is a minor, a letter will be sent to the parent.

Third offense: Patron is banned from the library and library property. In order to return to the library and library property, the patron must appeal to the Library Board. Patron will need to contact the Librarian for procedures.

Violent Offense: There is zero tolerance for threats and acts of violence. If such act(s) is seen, 911 will be called and the patron will be banned from the library.

Trespassing offense: If a child is asked to leave for a violation of this policy, a parent or guardian will be notified and the child will be supervised until the parent or guardian has arrived. Trespassing is defined as failure to leave the library or library premises as instructed, or entering the library property while banned. Trespassing will be handled by calling the police for assistance.
