Mullett Township
is a general law township in Cheboygan County, Michigan. The population was 1312 in the 2010 US census. The township and Mullett Lake are named for John Mullett, who with William Burt, surveyed much of the area between 1840 and 1843.

The commercial center of the Township is the quiet unincorporated Village of Topinabee located on the west shore of Mullett Lake on M27 highway. The village is a trailhead for the DNR Trail with off-street parking and restrooms.

The village has a Post Office, Convenience Store with gas pumps, Public Library with 24 hour outdoor WiFi, an artisan-owned woodwork shop, a breakfast cafe and a bar and grille. Township owned buildings include the Library, Township Hall and Fire Hall, and an unused former school building on Lea St.

Recreation needs are served with a beachfront park and covered picnic area, free public boat launch at the north end of the village, a small public access to Mullett Lake across from the Nokia Cafe and tennis court, ball-field, and playground equipment at a public park located up the hill on Lea St.

The east side of Mullett Township is largely rural, with no commercial development. Township services include a Fire Hall and volunteer East Mullett Lake Fire Department.

Mullett Clerk Osborn & O'Hare Play Hide & Seek

Code Talker Tom "Scrat" O'Hare  has amply demonstrated his lack of respect for the laws. After burning through at least $100,000 of taxpayer funds over the last 6 years chasing his "nut", O'Hare gave all the Mullett Township taxpayers the middle-finger salute without raising a digit by making remarks showing his scorn and contempt for Michigan's laws. 

Want to see what the Topinabee Streetscape looks like? 

Not the $2.8 million dollar "Topinabee Green Corridor" that 130 relatives and the mindless flock put their names on-line for Tom "Scrat" O'Hare.  

Not the $1.6 million "Topinabee Streetscape" that was scaled down for "Scrat" O'Hare's next round of fantasy grant chasing.

How much will this year's "Scrat" fantasy cost?? Who knows?? How much has been spent on the design and engineering this time?? Last time?? The time before?? Who counts?? 

Certainly not Tom "Scrat" O'Hare. It's his nut, but the rank and file Mullett taxpayers have to lay out tens of thousand of dollars every year to allow "Scrat" to pursue his fantasy while the work that should be done is ignored. Tom O'Hare does not even know how many grant applications he and his TDA cronies have submitted.

I know of at least one grant application seeking more than $1 million dollars that was done without the full Mullett Board's knowledge. Were there more? How short their memory is.  Like the letters that have already gone out this year seeking "support" from outside the township without Board review or knowledge. Tom seeks this outside support because there is no local and vocal support from the rank and file residents to continue to pave over Topinabee.

So, what do this year's plans look like??

"Scrat" says "NO, it's all mine and you can't look."


A December 17th FOIA request to see these plans brought this belated lump of coal. Your taxes and mine paid the cost of design and grant writing, over $40,000 this year alone, but if you want to see any of it, shell out some more money. 

Here is Mullett FOIA Coordinator/Clerk Rachel Osborn's response again showing she is a scoff-law who feels immune to prosecution. Ignoring the fact the documents are most assuredly available in a TIFF or other electronic format; and ignoring the Mullett Township FOIA Policy that states electronic requests should be responded to electronically; she takes 9 or 10 days to provide only an estimated cost sheet by snail-mail when the law requires the documents be provided in 5 days unless an extension is requested and granted. 


     If you want to see O'Hare's "nut", it will cost you $63.25




She charges the hourly rate for redacting information when there is obviously nothing to redact. She fabricates a postage cost out of thin air. After 9 or 10 days, she has only an estimate of the cost.  She learned her lesson well kneeling at the feet of Tom O'Hare as a subservient flunky hoping some "Lakeshore Drive/TDA Culture" will trickle down to her by association. Anyone can join the TDA, but only Thomas G O'Hare gets to run it. Clerk Osborn will never go upstairs unless it's to do the needed service work for "Scrat".

You can hardly expect more from elected officials who hide behind a 20 page FOIA Policy hoping no one asks to see what they are doing. If someone does ask and makes a formal written FOIA Policy request within Michigan law, Clerk Osborn then ignores both state law and her own FOIA Policy and does as she pleases. 

It's the same childish, surly behavior exhibited by her co-conspirator the "code talker". While he purports to be serving the community as a TDA member on the "Streetscape Committee", he instead flouts his holier than thou opinion of himself and saying "you know what" and "you know who" and then says: "Sorry for talking in code like this but not much to FOIA, is there.☺".
