Mullett Township
is a general law township in Cheboygan County, Michigan. The population was 1312 in the 2010 US census. The township and Mullett Lake are named for John Mullett, who with William Burt, surveyed much of the area between 1840 and 1843.

The commercial center of the Township is the quiet unincorporated Village of Topinabee located on the west shore of Mullett Lake on M27 highway. The village is a trailhead for the DNR Trail with off-street parking and restrooms.

The village has a Post Office, Convenience Store with gas pumps, Public Library with 24 hour outdoor WiFi, an artisan-owned woodwork shop, a breakfast cafe and a bar and grille. Township owned buildings include the Library, Township Hall and Fire Hall, and an unused former school building on Lea St.

Recreation needs are served with a beachfront park and covered picnic area, free public boat launch at the north end of the village, a small public access to Mullett Lake across from the Nokia Cafe and tennis court, ball-field, and playground equipment at a public park located up the hill on Lea St.

The east side of Mullett Township is largely rural, with no commercial development. Township services include a Fire Hall and volunteer East Mullett Lake Fire Department.

Forecast-Sutherland Road End Closing-Or, Is It?



Back in mid-May the post "Thou shall not covet thy neighbor's road end" accurately forecast the continued pressure by nearby lake-shore property owners to close the Sutherland Rd end to public use. At that time the issue addressed was the Callaghan's "boat house" and it's encroachment on a public platted road end.

Supervisor MaryAnne Gale, ignoring the previous Board's position on the encroachment, OK'd a sham "quit-claim" deed swap acquiescing to a letter from the Callaghan's attorney.

Long before this occurred, David and Sandra Meyers of 1388 Topinabee Shore Drive and Florida had waged a war against anyone using Topinabee Shore Drive or the Sutherland Rd end. They photographed vehicles, recorded license plate numbers, and personally confronted and threatened people lawfully using public property and the public access. This was effective in stopping many of the people who had been legally using the Sutherland Rd end and Topinabee Shore Drive to enjoy Mullett Lake. 

My personal involvement in this included the Meyers taking photos of my vehicles and being personally threatened by David Meyers. Their actions resulted in several more "threats" by a Michigan State Police Trooper that I would be criminally charged. I maintain the position that Topinabee Shore Drive is an un-platted  "road by use", having been used by the public at large for more than 100 years and the ownership of the land under the road does change that historic use.

These threats culminated in a "private property trespass" charge by the Cheboygan Post of the Michigan State Police. This charge was forwarded to the Cheboygan County Prosecutor as a misdemeanor criminal charge against me. The County Prosecutor reviewed all of the evidence gathered over two summers and saw no criminal trespass. A FOIA request to the Michigan State Police provided the full allegations and parties involved. A later conversation with the County Prosecutor reaffirmed that in his legal opinion, Topinabee Shore Drive is a "public" road having been used as such for over 100 years and "nothing" in the file would support any action in a civil court.

But, with Supervisor  MaryAnne Gale in charge, laws and previous policies fall by the way-side. Her statement that she had received "numerous" complaints about the Sutherland Rd end resulted in a Board decision to eliminate  parking at the lake. Someone has already "stolen" the Public Access sign and  Supervisor  MaryAnne Gale offered no response to the report of this theft. 

A FOIA request, unfortunately the only way to receive any information from the Board, asking for any and all of the "numerous" complaints uncovered only written documentation from Sandra Meyers asking for a NO Parking sign on the Sutherland Rd end.


There were no "numerous" complaints documented and it is apparent it is the same old complainant that has attempted to close the road to all. Yes, adjacent property owners should be aware there is little sympathy exhibited by the Meyers to anyone driving across what they see as their backyard.

The Mullett Township Clerk also provided some other Sutherland Road correspondence including an email from a Paul C (bigpinelodge@yahoo.com).



Paul C, AKA Paul Chapoton states "the property owners along Topinabee Shore Drive  are requesting the Mullett Twp Board" etc, etc. 

Is Paul Chapoton a duly elected representative of all these owners, or is he simply a self-appointed spokesperson acting for his own personal interest?

His arguments and "facts" are largely incorrect or simply suppositions based on his conjecture. Decisions made based on conjecture and false information can always be reversed by the Courts. As the Board pledges at the beginning of each meeting,  "liberty and justice for all".
